I did raids on 3 rivers (Severn, Berbha, and Erriff) and never got any foreign materials. I got a ton of crafting supplies, runes, and fabric but no materials. Another odd thing is that both Severn and Berbha say I have 1 weapon/gear item available but I have cleared every camp on both rivers and haven’t found either of them.
